History of Roseburg National Cemetery

Roseburg National Cemetery is located in Douglas County, OR, approximately one-half mile from the Department of Veterans Affairs Medical Center in Roseburg.

Roseburg National Cemetery was established in 1897 to serve veterans residing at the Oregon State Soldiers' home. The Oregon Soldiers' Home itself opened in 1893 to "provide a home for honorably discharged soldiers, sailors and marines who had served in any wars in which the United States was engaged, or who served in the Indian Wars of Oregon, Washington or Idaho, provided they were or might become citizens of Oregon."

In 1933, the home was turned over to the National Soldiers' Home Bureau and its administration transferred to the new Veterans Administration; the cemetery attached to the grounds was included in the move. In September 1973, the cemetery was transferred to the National Cemetery System within VA.

Notable veterans buried at Roseburg National Cemetery

The National Cemetery Administration lists these people of note at Roseburg National Cemetery, with section and site where it has them.

  • Major Joseph Raymond Giesel, who was white, was among the first officers to train African-American marines. He was awarded the Congressional Gold Medal in 2012 for his role at Montford Point, the segregated North Carolina facility where an estimated 20,000 black men trained from 1942–1949. The Marine Corps was white-only until 1942, when President Roosevelt directed that black soldiers be trained at Montford Point. Giesel served 21 years in the marines, in the Pacific Theater during World War II and in Korea in 1953. He died June 20, 2014, and is buried at Roseburg National Cemetery (Section 6, Site 131).

Visiting hours at Roseburg National Cemetery

Visitation Hours: Open daily from sunrise to sunset. Office Hours: Monday thru Friday 8:00 a.m. to 4:30 p.m. Closed federal holidays except Memorial Day. VA will continue its practice of honoring special requests for weekend burials for religious purposes, in cases of service members killed in action and on at least one day of any three-day Federal holiday weekend at all open VA national cemeteries.

Who can be buried at Roseburg National Cemetery?

VA national cemeteries accept a veteran who didn't receive a dishonorable discharge, a service member who died on active duty or in training, the veteran's spouse or surviving spouse (even if they remarried), and minor or, in some cases, unmarried adult dependent children. National Guard and Reserve members qualify under narrower rules. You can ask VA for a pre-need eligibility decision in advance; it does not reserve a gravesite.

What does burial here include at no cost?

  • A gravesite in any VA national cemetery with available space
  • Opening and closing of the grave
  • A government-provided burial liner
  • A government-provided headstone or marker
  • Perpetual care of the gravesite

Veterans also receive a burial flag, a Presidential Memorial Certificate (presented to the next of kin at the burial) and military funeral honors, which include the playing of Taps and two uniformed service members who present the flag. The committal service is held at a committal shelter, not at the grave, and lasts about 20 minutes. National cemeteries have no viewing facilities, so the funeral itself is held elsewhere.
